Prior to the commencement of the Meeting the Town Clerk informed the Meeting that representatives

From trentbarton would be making a presentation with regard to the changes to the 18 Bus Service.

This matter was listed as item 11 on the agenda and it was agreed to take this matter directly

following Declarations of Interest.

 

22/2018                     Apologies for absence

 

Apologies for absence were received from Councillors: R Darby, P Ensor, Mrs S Ensor.

 

23/2018         Declarations of interest

 

Councillors:  Mrs J C Goold, J Longdon, J McGrath, R MacRae and C Rice declared an interest in any discussion relating to Broxtowe Borough Council by dint of their status as serving Councillors on Broxtowe Borough Council.

Councillor J Longdon declared an interest in any discussion relating to Nottinghamshire County Council by dint of status as a serving Councillor on Nottinghamshire County Council.

Councillors: R Darby, Mrs A J Hull, Mrs J C Goold and Ms J Townend declared a non-pecuniary interest regarding the Town Council Allotments.

Councillor R MacRae declared a non-pecuniary interest regarding the Item relating to the proposed Post Office relocation within the Town.

24/2018          Changes to 18 Bus

 

The Meeting welcomed representatives from tentbarton to discuss the changes to the 18 Bus timetable.

 

Following full and frank discussion the Town Council expressed the view that it was most unhappy that trentbarton was implementing these changes to the timetable, making this service an hourly service, with no consultation being carried out.

 

It was noted that Nottinghamshire County Council (NCC) were aware of the situation and that during the previous NCC Administration the matter would have been brought to the Traffic and Transport Meeting Chaired by former NCC Councillor Prof. Stan Heptinstall.  At the present time, the future of this Meeting was unknown.

 

Councillor Pearson questioned the statistics used by trentbarton to justify the alteration to the timetable and asked that NCC Councillors be asked for clarification re this matter.

A number of questions were asked re the impact of the tram on the provision of services and Members stressed that individuals living in the area served by the 18-bus route did not have access to the tram at Toton Lane, unless they drove there.  It was noted that the tram service was operated as a completely separate company from trentbarton buses.

 

The Town Mayor thanked trentbarton for its attendance at the Meeting.

 

Following this item, the Town Council adjourned for five minutes.

29/2018          Mayor’s Engagements

The Town Mayor’s Engagements were noted.

Members attention was drawn to the Freedom Parade taking place in Stapleford on 24th June 2017. Members were asked to support this event and reminded that the Town Mayor was the officially representing the Town at this event. Official invitations had been sent to: Local Alderman, Freeman, the Leader of the Town Council, Deputy Town Mayor. Other Members of the Town Council were invited to join the local community in the Town Centre to welcome the Parade.  The Meeting was reminded that security protocols were being followed as part of this event.

Councillors: Bollen and MacRae informed the Meeting that they were co-ordinating the decoration of the street and Walter Parker VC Square and invited Members who were interested in joining them in this project to meet them early the next morning.

Further Councillor MacRae informed the Meeting that he had secured a flagpole for the Walter Parker VC Square and that Stapleford Community Group had purchased two Union flags to be flown on this flagpole and hoped to purchase a full suite of flags.  He stated that the flagpole would be looked after by Broxtowe Borough Council and that he would also hold a key to this structure.   This was noted and it was commented that a number of former Councillors had tried to secure a flagpole for the Town but without success.

30/2018          Town Centre Management Team (TCT)

The Town Clerk reported that she had attended the last Meeting of the TCT and was concerned that so few businesses representatives were now attending these Meetings.

It was noted that the Town Council would extend its Garden Competition to include a section for Town Centre Businesses.

Councillor MacRae informed the Meeting that he had mentioned securing a flagpole for the Walter Parker VC Square at this Meeting.

31/2018          Neighbourhood Planning

The Meeting noted the up-to-date position re this project and that it was hoped that the consultation material would be available to commence this process prior to the end of the summer period.

 

A meeting of the Steering Group was planned and a report would be brought to the next Meeting for Councillors information.

 

R Darby, Mrs A J Hull, Mrs J C Goold and Ms J Townend declared a non-pecuniary interest regarding the Town Council Allotments.

 

32/2018          Allotments Report

The Allotments report was noted.

Councillor MacRae raised the issue of the alleged misuse of Bessell Lane by lorry drivers and the alleged amount of litter etc that this was generating that was gathering at the bottom of the hedges bordering the allotment sites. It was noted that this was an issue that had been raised on numerous occasions over the last twenty years and more and that Nottinghamshire Police and both Broxtowe Borough and Nottinghamshire County Council were aware.  It was understood that Councillor MacRae would be pursuing this matter.

The Town Clerk and the Leader of the Town Council had carried out a site inspection and a number of issues had been raised and were being dealt with. An invitation was issued to Councillors that if they wished to visit the allotment sites they should contact the Town Clerk prior to the end of the month and she would endeavour to organise a visit for interested parties. Members were informed that this would not be an inspection visit, purely an opportunity to see sites.

Councillor R MacRae declared an interest in the following item due to his involvement with the business owner, as an adviser, re this matter and took no part in the discussion.

33/2018          Consultation re Relocation of Post Office in Stapleford 

The Town Council has now discussed this proposal and after full and frank discussion made the following points:

 

It was delighted that premises have been found to keep a post office branch in Stapleford, so that this vital service will not be lost to the local community.

Some concerns were raised re access for those requiring wheelchair access or had difficulty negotiating steps.  It was noted that a removable ramp could be fitted when required, however, this was not ideal and the Town Council would like to see a permanent access fitted that would be available for use by those with mobility issues.

In principle, the Town Council had no objections to the proposal to site the post office within these premises and welcomed the retention of the Post Office in a Town Centre Location.

 

34/2018          Stapleford Carnival

It was noted that the Town Clerk had received a n invitation for the Town Mayor to attend the Stapleford Carnival on Saturday, 2nd September 2017.

Following discussion, the Town Council agreed to continue to support this event and to sponsor the competition for the Best Decorated, Community/community Charity stall at the Carnival.  The following Councillors volunteered to judge this competition:

35/2018          The Following Items had been placed on the agenda at the Request of Councillor Richard MacRae

  1. Stapleford Town Council Web Site

 

Councillor MacRae was not pleased that the Town Council had not embarked on a project of renewing and redesigning its web site.

 

The Town Clerk informed the Meeting that she had investigated the situation and discussed it with the Leader of the Town Council and that for the time being, given the expense and the fact that the Town Clerk had limited time to spend on the web site Broxtowe Borough Council were continuing to host the web site and the company that post for Broxtowe Borough Council were posting for the Town Council.

 

There had been a number of glitches on the site caused by issues relating to the software but it was hoped that these were now being eradicated.

 

Councillor MacRae was still not satisfied by this account and stated that he did not like the web site and found it old fashioned and then went on to discuss social media. The Town Clerk informed the Meeting that while Councillor MacRae did not like the web site that was his preference other people did. She Went on to inform the Meeting that she had very limited resources to service the web site and certainly did not have time to organise social media for the site.   Members were asked to note that the Town Council’s web site merely reported on Town Council events, initiatives and what the Town Mayor was up to.  It was not a community web site as such.

Following discussion, it was agreed that it would cause no harm to seek information on alternative methods of supplying a web site for the Town and the Town Clerk was asked to seek this information for presentation to the Town Council at a future Meeting.

 

  1. Drugs In Stapleford

Councillor MacRae asked why requests he had made for information relating to the matter of drugs in Stapleford had not been brought to an earlier Meeting of the Town Council.

The Town Clerk explained that she had spoken with Nottinghamshire Police and been informed that there were ongoing operations and that she had informed the Leader of the Town Council of this matter.   She had contacted Inspector Wragg prior to this Meeting and he intimated that he would attend a future Meeting of the Town Council.

Councillor MacRae was still unhappy and felt that he did not have the information he needed re this matter.  Councillor Mrs Goold informed the Meeting, that in her position as a Broxtowe Borough Councillor, she Chaired Broxtowe Borough Council’s Committee relating to this issue and she emphasised that these matters were subject to a degree of confidentiality and that solutions to such problems took time.

The Town Clerk would continue to pursue Inspector Wragg, re his attendance at the next Meeting of the Town Council.  Councillor MacRae, was advised by the Town Clerk, that in his capacity as a Borough Councillor he had greater opportunity to gain information re such matters than the Town Council had and she advised him to talk with Councillor Goold and the relevant officers at Broxtowe Borough Council re these matters.

  1. Highways Issues

Councillor MacRae raised a number of issues relating to Highways Issues in the Town. He Further referred to the former Traffic Transport Committee and requested information re the continuance of this Committee and he offered the information that despite continually emailing the Nottinghamshire County Councillors for the area he had received no replies to his communications.

The Town Clerk informed the Meeting that this was beyond her remit. She had no knowledge of the future of the Traffic and Transport Committee.

Councillor Mrs Hull asked Councillor Longdon, (one of the NCC Councillors for the area) for further information regarding this matter.  Councillor Longdon declined to discuss the matter.

It was agreed to place an item re Highways on the Agenda for the next Meeting.

Following the previous discussions some Members expressed the feeling that they were not being kept abreast of Town Council matters and were unaware of what was going on. The Town Clerk explained that she discussed matters with the Leader of the Town Council, copied him into emails/correspondence and other Members were copied in as appropriate.

Following discussion, it was agreed that that the Town Clerk should continue to discuss the dissemination of emails with the Leader of the Town Council and that he should advise the Town Clerk as to which emails he would wish to be sent out to all Members.

 

36/2018          Correspondence

There was no Correspondence to report to the Meeting.

37/2018          Planning Applications

17/00373/REM Construct dwelling and garage (approval of reserved matters relating to planning reference 15/00867/OUT)
 

123 Brookhill Street Stapleford Nottinghamshire NG9 7GU

Members considered the above application and were most robust in their objection to this application. It was noted that this was infill development, utilising part of an existing garden area.

Following full and frank discussion it was unanimously agreed that the proposed construction and design of the proposed building was not in keeping with the general area and as such would not be a desirable addition to this residential area.

The Town Clerk reminded Members that the Town Council could only discuss items that are listed on the Agenda and under Planning Applications this applied to the Planning Application/s listed.

Further, Members who were also Broxtowe Borough Councillors were asked to bring to the attention of Broxtowe Borough Council the issue of planning applications being listed as open for consultation when there was no information relating to the application merely the site address and applicant’s name.

38/2018          Annual Governance Statement 2016/17

The Town Clerk reported that the Annual Return for the Year End 31st March 2017 had been completed.  She further reported that she had had a full discussion with the internal auditor regarding the system used to maintain the accounts and that she had received no recommendations to alter any of the procedure.   Items selected by the internal auditor for discussion had been: Allotments, proposals for renting the annexe and former cash office area and the creation of a new Register of Assets.

After formally considering the Annual Governance Statement, the Town Mayor signed the Annual Return.

 39/2018         Accounting Statement 2016/17

The Town Clerk reported that the Accounting Statement for the Year End 31st March 2017.  After formally considering the Annual Governance Statement, the Town Mayor signed the Accounting Statement.

40/2018          Payments

Payments were noted, following a point of clarification re the total spent to date on Administration and it was noted that this was due to salary payments being executed on the accounting system earlier than usual due to staff holidays.

 

41/2018          Date of Next Meeting

The next meeting of the Town Council was scheduled to take place on Friday, 28th July 2017 commencing at 7.00p.m.
